The programme has aimed to strengthen the Lithuanian justice system by improving efficiency, quality, and legal safeguards – with a particular focus on court efficiency, judicial selection, and the treatment of vulnerable groups.
Justice Programme – Strategic Cooperation
The programme has been implemented by the National Courts Administration in Lithuania, which has played a central role in its execution. The Norwegian Courts Administration has worked closely with its Lithuanian counterpart, contributing professional advice, sharing experiences, and facilitating cooperation between Norwegian and Lithuanian judicial actors. Several Norwegian judges have participated as experts, sharing their knowledge and experience with Lithuanian colleagues.
Through the programme, Lithuania has strengthened its capacity in case management, criminal and civil procedure, and the protection of vulnerable groups.
Project: Improved Quality and Efficiency in Lithuanian Courts
The project aimed to enhance the quality and efficiency of the courts and has resulted in:
- A comprehensive analysis of court case management and procedures, with particular focus on the rights of vulnerable groups

- Follow-up of the analysis through regulatory changes, adjustments in practice, and competence-building measures

Project: Strengthened Legal Safeguards for Victims of Domestic Violence
The NCA has also contributed to a project aimed at improving legal safeguards for victims of domestic violence. A Norwegian judge assisted in analysing Lithuanian court practices, and the project has led to concrete recommendations and measures to enhance victim protection.
