Western Balkans

The Norwegian Courts Administration (NCA) have a long history of judicial capaciy building in the Western Balkans. Since 2022 NCA have an enlarged agreement with MFA Norway for support to judicial capacity building in the region. 

NCA has in june 2022 entered two three years agreements. One with the High Judicial and Prosecutorial Council of Bosnia and Hercegovina - and one with the Kosovo Judicial Council.

A working group is established betwenn representatives from  all six countries in the program; Albania, Bosnia and Hercegovina, Kosovo, Montenegro, North-Macedonia, Serbia and NCA.

The 5th to 9th of October 2022 there was a study visit to norway from Ministry of Justice, Judicial Council and Supreme Court of North Macedonia. The purpose was to prepare for a project to establish a centralised case management system for the courts of North Macedonia. The study visit was arranged by NCA in cooperation with the Oslo District Court.

The 9th to 13th of October 2022 NCA arranged a study visit for the Kosovo Judicial Council, Kosovo Prosecutorial Council and the Ministry of Justice. The purpose was to get deeper in to how the norwegian case management system was used by judges, court staff, court presidents and the NCA. The three year agreement netween KJC and NCA is about the use of the case management system CMIS in Kosovos courts and prosecutorial offices.
