Regional Conference 2023

The 5th Regional Conference, “Role of the Judicial Councils in Ensuring a Right to Fair and Efficient Court Hearing (ECHR Article 6)” took place in Split, 31 May – 3 June 2023. 

Within the framework of the regional project of the Grant Agreement 2022-2027, the Norwegian Courts Administration (NCA) hosted the 5th Regional Conference for presidents of judicial councils in the Western Balkans region, Croatia included, together with representatives from the top management of the secretariats in the councils. 

The conference was arranged in cooperation with the judicial councils, and prepared and carried out using the Working Group on Judicial Management (WGJM) of the regional project. 

Almost all presidents of the judicial councils attended the conference, as well as the Director of the Norwegian Courts Administration, Mr. Sven Marius Urke, with opening words from the Norwegian Ambassador to Croatia, His Excellency Mr Haakon Blankenborg. 

The first day of the conference focused on the overall role of judicial councils in ECHR article 6 compliance, with intervention from Ms Ana Klasiček from Department for the Execution of Judgements of the European Court of Human Rights, Council of Europe. 

The last and main part of the conference focused on discussions on concrete procedural elements such as administration of evidence, remittal of cases, and postponement of hearings as sources for delays in litigation. 

Presentations from members of the WGJM as well as from judge Daniela Pivcevic from the County Court in Split and Prof. Alan Uzelac from Faculty of Law, University of Zagreb.
