The Norwegian Courts Administration (NCA) cooperates with Lithuania under the EEA and Norway Grants 2021–2028. The cooperation aims to strengthen access to an independent, accountable and efficient justice system of high quality, in line with international and European human rights standards.

The Role of the Norwegian Courts Administration
Within the Justice Programme, the NCA serves as a Donor Programme Partner (DPP) for the programme area Access to Justice (PA11). In this role, the NCA contributes to the development and implementation of the programme, participates in cooperation structures and the Cooperation Committee, shares experience and expertise from the Norwegian court administration, and acts as a donor project partner in two predefined projects related to judicial development.

Access to Justice
The objective of the programme area is to strengthen access to an independent, accountable and efficient justice system of high quality. Efforts are particularly focused on digitalisation, security, capacity building, communication between the courts and society, and measures that can strengthen public trust in the justice system.

Predefined Projects
PDP: Improving Court Infrastructure and Security within the Judicial System
·        Upgrading court buildings in Panevėžys and Tauragė

·        Establishing dedicated areas for witnesses and victims

·        Improving accessibility for persons with disabilities

·        Introducing modern technical security solutions

·        Training in security, emergency preparedness and psychosocial resilience

The project will contribute to safer and more accessible courts for users, while also strengthening the working environment and security of judges and court staff.

PDP: Strengthening the Efficiency, Transparency, and Independence of the Judicial System
·        Further development of the court portal e.teismas.lt and LITEKO

·        Development of digital services

·        Training in the use of digital tools

·        Strengthening communication with the public

·        Capacity building in leadership, ethics and anti-corruption

·        Further development of systems for the recruitment and evaluation of judges

The project will contribute to more efficient work processes, better services for users, and increased openness and trust in the courts.

Bilateral Activities
International Conference in Vilnius
On 24 September 2026, an international conference will be held in Vilnius on administrative courts and the resilience of courts in times of crisis.

Study Visit to the Netherlands
A study visit to the Netherlands is planned for late November 2026, focusing on psychosocial safety in the courts.

Webinar Series
A series of international webinars will be organised on independent, open and transparent courts.

Bilateral Cooperation
The cooperation builds on the strong partnership between the courts of Norway and Lithuania established during previous programme periods.
