The MoU establishes the overall framework for the implementation of the programmes during the 2021-2028 funding period.
A total of NOK 1.6 billion (€133.1 million) has been allocated to programmes in Croatia under the EEA and Norway Grants for the period 2021-2028.
The overall objective is to contribute to Croatia's social and economic development while strengthening cooperation between Croatia and the donor states of Norway, Iceland and Liechtenstein.
The Justice Programme has a total budget of €21.55 million, and aims to improve access to an independent, efficient and high - quality justice system in line with European and international human rights standards. The programme will also strengthen the correctional services and promote the use of mediation and legal aid.
The Programme Operator is the Croatian Ministry of Justice, Public Administration and Digital Transformation.
The Donor Programme Partners are the Norwegian Courts Administration and the Norwegian Correctional Service Directorate (KDI).
As Norwegian partner institutions, they contribute directly to the development and implementation of the programme through, inter alia, the recruitment of Norwegian partners and experts for projects, professional guidance, quality assurance, and the monitoring of programme and project progress and results.
The international partner organisation is the Council of Europe.
Bilateral Cooperation
The justice sector cooperation builds on the positive experiences and results achieved through cooperation between Norwegian and Croatian courts, NCA and the Croatian MoJ during the previous funding period.
