From Tuesday 7 to Friday 10 October 2025, the Supreme Court, sitting as a grand chamber, will hear two cases concerning the determination of the capitalisation interest rate in the assessment of compensation following expropriation.

The cases from Steinkjer and Nome will be heard together in the plenary courtroom at the Supreme Court building.

Subject of the cases:

Steinkjer case (23-148657SIV-HRET) 
One case concerns the determination of the capitalisation interest rate in the assessment of compensation following the expropriation of agricultural properties in Steinkjer municipality.

Appeal proceedings in this case were held on 4 and 5 February 2025. On 3 March 2025, a division of the Supreme Court decided that the case should be heard by an extended bench (forsterket rett), meaning more than five justices. On 5 March 2025, Chief Justice Toril Marie Øie decided that the case should be heard by a grand chamber with eleven judges.

Nome case (24-123314SIV-HRET) 
The second case concerns the determination of the capitalisation interest rate in the assessment of compensation following the expropriation of forest land in Nome municipality.

On 31 March 2025, Chief Justice Toril Marie Øie decided that the case should be heard by a grand chamber together with case 23-148657SIV-HRET, which also concerns the determination of the capitalisation interest rate in the assessment of compensation following expropriation.
