In a case dealing with the validity of an administrative decision on calculation of deductible for a nursing home stay, the Supreme Court gave judgment by written proceedings declaring invalidity in accordance with the parties' coinciding submissions during the preparatory stage, see section 9-7 cf. section 30-8 subsection 1 of the Dispute Act. The State and the local authorities were liable for costs in all instances, as none of the aspects in section 20-2 subsection 3 (a)–(c) indicated that the local authorities should be exempt from costs.
