Sentence for dealings with heroin

The punishment for possession of 136 grams of heroin was three years and six months of imprisonment, see section 232 subsection 1, cf. section 231 subsection 1 of the Penal Code. The Supreme Court referred to the general sentence level being stipulated at a time when the normal strength was around 30-40 percent. The average purity is now reduced to below 20 percent. The relevant material had a strength of 16-17 percent. The Supreme Court found to reduce the sentence discretionarily by around 10 percent from the sentence level based on a strength of 30-40 percent, and stated that this sentence level should generally apply when the heroin has a strength of less than 20 percent.
