Background
The proposal for development of a case management and information system (CMIS) for the Kosovo judiciary and the prosecution services, funded by Norway, was conceived in 2010/2011. The KJC ICT Assessment Report (financed by EC TAIEX and Norway) and the ICT Strategy 2012-2017 served as basis for the development of the system.
The stages of implementation contained a) Preparatory Phase (January 2014 to June 2015), b) Main Phase (July 2015 to December 2018), c) Consolidation Phase (January 2019 to May 2022), before the current d) Transition Phase (June 2022 to May 2025).
Content of Transition Phase
The expected societal impact of the project is effective and transparent courts and prosecution offices, and implementation of timelines for completing cases as per recognized human rights standards.
Main activities for the Transition Phase (outcomes with subsequent outputs):
- CMIS is operation and fully used in all courts and prosecution offices, adequately maintained, and enhanced.
- Monitoring and ensuring that CMIS is used as intended by all users.
- BuildingEnsuring user support services by way of building the call center, and providing continuous training and assistance in the daily use of CMIS for CMIS users
- Abolishment of registry books in Prosecution Offices
- Supply with necessary equipment and maintenance
- Enhancement of managerial capacities and statistical reports
- Increase of ICT staff capacities within KJC and KPC

9.-13- Oktober 2022 tok DA imot et studiebesøk fra Kosovo Judicial Council, Kosovo Prosecutorial Council og Ministry of Justice. Ledelsen i alle tre institusjoner var blant deltakerne. Hensikten var å vise hvordan saksbehandlingssystemet Lovisa blir brukt i norske domstoler - av dommere og saksbehandlere, av domstolledelsen og av Domstoladministrasjonen. Dette er en vesentlig del av et treårig samarbeidsprosjekt mellom DA og Kosovo Judicial Council.
