The funding from Norway Grants for the justice program within the framework of the EEA Grants totals € 13,000,000, of which the funds for the court sector amounts to € 11,850,000.
The Programme Operator is the Croatian Ministry of Justice and Public Administration.
The Norwegian Courts Administration (NCA) is the Donor Programme Partner and project partner, while the Council of Europe (CoE) is the International Partner Organisation (IPO), whose role is to assist with expertise and advice during the implementation of the program.
The program consists mainly of activities aimed at the courts, but also has a probation component, a total of four pre-defined projects.
The programme objective, “Strengthened Rule of Law”, shall be attained through two outcomes:
The programme shall support the outcome “Increased effectiveness and efficiency of the judiciary” (Outcome 1) by way of 4 pre-defined projects:
- “Reconstruction of the Municipal court building in Split and promotion of e-services”
- “Revising the methodology of the evaluation of judges’ performance”
- “Reinforcing the system of court-annexed mediation”.
Norwegian and Croatian experts will participate in the projects, and the good professional cooperation as well as the trust built between experts is an important platform for continuing the work on the rule of law. In this way, Norwegian institutions will also be able to follow the development of the Croatian justice sector, contribute to the organization of the EEA justice program, and ensure that solutions that are in line with common applicable principles for the rule of law.
